The comments of the Vietnam Association for Conservation of Nature and Environment (VACNE) to the RIO-2012 Summit.

Relating to the preparation for the upcoming Summit, along with mass organizations of other countries, VACNE kindly suggests that the Ministry will consider to implement the following issues into agendas of government-level negotiations before and during RIO-2012 Summit:
Firstly, RIO-2012 Summit should provide for setting up regional and global standards to implement Principle 10 into national laws. The Summit should also work out a Resolution to mandate UN regional bodies, UNEP regional offices or other regional bodies within ASEAN to negotiate and conclude legal conventions modeled on the UNEP Principle 10 Guidelines;
Next, RIO-2012 Summit outcome document should include specific and time measured information regarding the implementation of the Bali Guidelines recently adopted by the UNEP Governing Council; this program must specify long-term funding sources and time frame for UNEP to assist developing countries in upgrading laws, institutions and practices;
Finally, RIO-2012 Summit should achieve commitments from all international agencies and organizations working on sustainable development to codify Principle 10 of the Rio Declaration 2012 in their rules and regulations, including the proactive disclosure of information and establishment of mechanisms to compensate adequately for the citizens affected by the decisions involved.
