             Ladies and Gentlemen

With the permission of the Deputy Prime Minister, the support of ministries such as the Ministry of Agriculture and Rural Development, Ministry of Natural Resources and Environment, Ministry of Science and Technology, the response of the scientists, managers and particularly of many domestic and foreign enterprises, VACNE collaborated with Health and Environment Magazine andorganizedsuccessfully the Forum "Green Economy Development in Vietnam". Nearly 200 participants discussed over 10 typical presentations among more than 30 posts sent to the Organizing Committee.

Through the discussions at the Forum, we all understand that the Green Economy - is the path of sustainable development on a global scale as well as for each country in the context of increasing climate change today. For Vietnam, besides the advantages and opportunities are created for the development and integration, the road to a green economy is also facing many difficulties and challenges, in which must includedevelopment qualificationof the economy is still low, the legal system is in transition, the effectivenessof using resources is wastefully, the environmental is degraded, the "brown economy" is taking for high proportion and specially, our country is one of not many countries most severely affected by climate change in the near future.

However, the consensus of the delegates to the Forum, we determined to make the decision to develop a green economy for sustainable development of the country.

On behalf of the participants of the Forum, we are pleased to report on the results of the forum and ask for instructions of the Deputy Prime Minister on the following:

Our Delegations of the Forum said that green economic development must become the “green” thread throughout the direction of orientation, strategy and planning, the development plan of the country, of all branches and localities .

We understand that, in order to quickly integrate into the global trend of economic development of green economic alternative to brown, the Party and State have issued many documents, important development strategies, particularly in the Central Resolution no. 24/TW, Climate Change Strategy, Sustainable Development, Green Growth etc. This is important legal basis for the development of green economy in Vietnam. The problem is how to enhance green economy becomepractice in reality quickly?

 2. Restructuring of the economy and building the development model "Green Economy" - the issue should be top prioritized

To develop green economy in Vietnam, there are many issues that need to pay attention to, but in the opinion of the participants agreed at the Forum, one of the top issues of concern is quickly Restructuring economyand building development model "green economy" in line with the strategy of sustainable development under the direction of Green Growth in the specific conditions of the country at present.

We believe that, in the development stage of the history at present, therole ofEnterprise soldieris increasingly confirmed. The mission of Vietnam Business, the responsibilities and obligations of Vietnam's entrepreneurs must fulfill the responsibility that history handed, non-stop innovation, always comply strictly with the relating provisions of the law, experience  learning from other countries to develop the green economy of Vietnam.

According to the experience of many countries, especially South Korea and Japan, in addition to the important role of large enterprises, the role of small and medium enterprises is very special in the access and application of friendly environmenttechnologies. Thus, with 95% of businesses are small and medium enterprises in our country, if well exploited countries' experiences, it will be the opportunity to develop green economy, exploiting investments 2% of global GDP for green economic development in Vietnam.

5. Creation of an enabling environment for businesses to grow

To develop more strongly in the context ofthe current profound renewal and comprehensive, businesses are looking forward to the Government to give a favorable environment for information, institutional, investment etc. to all business community (large, medium and small) to develop, to improve competitiveness and productivity, learning and innovation, greatly contributing to the development of Green Economy of the country today.
