Over the last years, the first phase of the program has fulfilled many tasks including the completion of 18 over 20 basic surveyings. Basing on the results of the surveys, a highly reliable system of data has been established on the natural conditions, resources and environment of Vietnam’s sea including the sea bed, maritime geology and mineral, etc.
Also basing on the survey date, oil spill response centers have been established in the North, Center and the South of Vietnam. A set of criteria for natural vulnerability assessment is being worked out. Also masterplans and strategies as well as policies for maritime development have been formulated.
As the main responsible for the program, Minister Nguyen Minh Quang said besides the positive results, there are setbacks in the execution of the project. Some projects are slow to be implemented due to bureaucratic procedures and lack of coordination among relevant agencies are cited as the main drawback.

Deputy Prime Minister Hoang Trung Hai said the program needs interbranch and inter-provincial coordination. After five years of execution, 18 projects have brought positive results, contributing to affirm Vietnamese maritime sovereignty and interests. The maritime legal framwork to manage and protect the sea resources and environment and the human resource have been built. Deputy prime minister Hai asked the program for the period 2012 – 2020 to perfect the legal and scientific basis to strengthen the state management, reinforce the security and defence to protect national sovereignty and jurisdiction.
