On the Vietnamese side: Mr. Hoang Van Thuc, Director of MONRE's Environmental Pollution Control Department, and Ms. Rachael Irving, Deputy Director of DEFRA's Department of Chemicals, Pesticides and Hazardous Wastes (representing the UK side). Attending the meeting, there were also Mr. Pham Van Son, General Secretary of VACNE, along with many representatives of functional units and experts of MONRE and DEFRA.

At the meeting, the two sides discussed a number of possible cooperation contents in a Memorandum of Understanding (MoU) that can be signed between the two sides. In addition, the two sides also shared experiences on air pollution control and persistent organic pollutant control and agreed to review the content signed in the Memorandum of Understanding between DEFRA and Vietnamese governmental agencies to avoid duplication and define more specifically the contents of cooperation to be included in the MoU between MONRE and DEFRA, towards the signing by the end of 2023.

The main content of this cooperation will include projects to control air pollution, open burning, risks from the emission of hazardous chemicals such as mercury and heavy metals.
