Enterprises: a Core of Technological Innovation

In order for science and technology (S&T) to become a real lever and a driving force in socio-economic development, domestic as well as international experts propose that Vietnam innovates its thinking and reassesses its concepts of strategy developing.

 
 
 
 
In general, a scientific and technological strategy, should lead to a technological innovation. To carry out a scientific and technological strategy, scientific and technological experts should prioritize the needs of enterprises in their activities and services.

This issue has been discussed in more depth at the biggest S&T regional event in this year which was the 14th ASEAN Ministerial Meeting on S&T (AMMST-14) and 62nd (COST-62) held on November 21-26, 2011 in Ho Chi Minh City. This is also one of core contents of ASEAN cooperation on S&T.

It's noticeable that a technological innovation is a true success and has real importance only if it's accepted by market and society. All technological innovations are come from demands of society or serve certain demands of society. Therefore, researchers, manufacturers, and technologists should start from real social demands to manufacture and improve equipment and technologies to effectively serve production. The best solution is to investigate the demands of manufacturers, that is enterprises themselves, or through "equipment and product fairs".

One of the key issues that Ministry of Science and Technology (MOST) will include in the S&T Development Strategy is financial mechanism innovation, which creates measures to enable enterprises to easily access the state financial sources. Besides, enterprises can keep a part of their profits before tax to create a fund for S&T activities. According to the measure stated in the S&T strategy and stipulated in the revised law on income tax, an enterprise can deduct at least 10% of profits before tax for its S&T development fund.
