A proposal to collect emission fees from automobiles and motorbikes

At the meeting to finalize the project “Support information and data collection to set up a national plan on air pollution control in Vietnam” on March 17 in Hanoi, a representative from the Ministry of Transport suggested that in the coming time it is necessary to collect emission fees directly from traffic participants.
Different fees are applied for a variety of means. The charge targets include automobiles, motorcycles; for cars when owners register them and for motorbikes when owners buy compulsory civil liability insurance. The starting date for fees collection is estimated from 2013.
Cars and motorbikes have caused serious air pollution in Vietnam’s urban areas. By 2010, there were 1,394,858 automobiles in operation, of which cars, passenger cars and trucks are 617,473; 163,514; and 660,324 respectively. The total number of automobiles and motorcycles in operation is approximately 33 millions. According to a national environmental report in 2007, traffic is responsible for 70% of urban pollution. In terms of emission source nationwide, traffic activities contribute to nearly 85% of carbon monoxide (CO) and 95% of volatile organic compounds (VOCs). Pollutants mainly exhausted from land transport vehicles include CO, HC, BOx (for petrol engine) and PM, NOx (for diesel engine).
Delegates have proposed many contributive ideas such as recommending Hanoi to spend 20%-25% of land planning for roads, building public garages; constructing flyovers and expressways to prevent traffic jam; controlling strictly vehicles in operation that do not meet the standard; encouraging vehicles to use clean fuels. For better air quality, it is vital to combine five factors including manufacture technology, planning and organizing traffic, administrative measures and economical instruments, inspection and maintenance, and clean fuel.
