Statistics show that the growth rate of household waste in both urban and rural, industrial waste, health in our country faster than other countries, from 2003 to 2008 increase 2 times.
The situation in recent times has become urgent, especially in the three largest cities: Hanoi, Ho. Ho Chi Minh City and Da Nang. According to statistics in Hanoi, the volume of waste increased by an average 15%/year, with total estimated 5000 tons/day, and expected only in 2012 can no more room for garbage. Ho Chi Minh City has over 7,000 tons per day waste each year to 235 billion for treat. Recently, the situation of indiscriminate littering as well as gaps in the processing of waste into landfill problem in our country, especially in big cities like Hanoi and HCM City.
Before the worried figures above, the leaders are very urgent need to realize that a revolution in this regard. A variety of programs and workshops were held to discuss methods and ways to solve waste problems, including several workshops to discuss the application of waste treatment technology nature of modern civilization . Many advanced countries have also introduced to Vietnam the best technology to help us handle this issue but quite expensive and we need to consider carefully before deciding to adopt some suitable technologies that it. Before finding this solution, a question was why do not we also expanded the types of waste treatment projects similar type 3R. In fact, in Vietnam has a lot of ODA projects is done in many areas but this is the first project like this.
Until 2006 (11/2006-2009), with the help of the Government of Japan through the International Cooperation Agency JICA, Hanoi city has made the project "Implementing the 3R Initiative in the Ha Noi" to develop a sustainable society (called Project 3R-HN). Today, there are many negative balance and talk about success as well as certain restrictions inevitable. Especially after the project ends the sustainability of the project should review and need active support from city government, from the people involved. in any more but perhaps the most impressive thing we have to identify the project's message was we need to be patient. Consciousness (people awareness) can not be formed in a day. The project was not easy to implement 3R city by many sectors of society, where many migrant workers. The main purpose of the project was to help people see garbage can return to service of life and contribute in protecting the environment.
Today, I accidentally found a site that has articles titled "Classification of waste from source - still struggling" with contents of the post-project 3R. According to officials involved in the project "Effective waste separation nearly as absolute 100% by the time the project but to date, the waste separation at source is only limited and it may remind ... ... .... the past".
Perhaps this is no small thing to torment for all leaders and those who were devoted to the project will help protect the environment, including the Vietnam and Japan sides, especially for experts and volunteers from Japan. I guess that they are very painful for this after they cared for us and donated for our environment. So what we have to do? What will we do so that the project sustainability? Until when our people can raise the awareness for successfully implementation of 3R model? May it depend very much on the community.
And by chance here, I would like to tell a story that I witnessed. A true story:
I did not remember exactly when, I just remembered that I were by pass Phan Chu Trinh ward. That place at that time was held the activity of waste separation at source of the 3R project. Through propaganda books and media, I also knew that 3R project activities in this area and I noticed many people involved with the support of the project staff. Happy eyes and partly because of curiosity because I was learning about the environment and I did want to see some things there. I stopped the motocycle in nearby and observed the scene.
In general, the activities involved many people supported and enthusiastic participated. However, there were still many people who did not comply with the guidelines and regulations due to lack of awareness, poor understanding ... of which I witnessed that some Japanese experts (I learned it from Mr. Ngoc who was in guiding team of Phan Chu Trinh ward) with hand-picked the waste not put in the correct bins by the community and put back them into the correct bins, with so natural look and behavior, nothing to be forced ... That action touched me until today and probably forever... It made me infinitely sad sense of our people, because even with the instructor, but so, then after the completion of 3R project with no one close, how can they change after the "post project"?
I was very sorry because I did not have a camera to record the images. The Japanese are world famous about their wealth but very humble, extremely economical and environmental sense, solidarity is very noble and the whole world witnessed the recent earthquakes and natural disasters. The Japanese are pround for everybody in the world!
I believe that the time will have certain impacts to each of us in the sense of protecting the environment, especially how to deal with the waste like 3R. By the way, I would like to dedicate by a poet for environment with my limited words, hoping everybody can contribute somethings in environmental protection.

Summerised aspects of the preliminary 3R project
Project 3R Initiative in Hanoi began piloting from end of 2006 with total funding from JICA is 3 million. The project was piloted in four pilot wards in the city of Hanoi is a ward Phan Chu Trinh and Nguyen Du, Thanh Cong, Lang Ha. After three years of implementation, the project has been the outcomes, suggesting the possibility of expanding operations throughout 3R Hanoi and other localities in the country.
A total of about 18,000 households participated in the project in four wards pilot 3R. As of May/2009, more than 250 volunteers participating in the Club Volunteer 3R, implementing information and communication activities worldwide to raise awareness of people as propaganda teams working 3R, friendly competition test, 3R education at school ... The activities are aimed to link stakeholders: Unit collectors - people littering - garbage treatment plants - farmers fertilizer... In pilot locations, the amount of waste from households has decreased on average from 31.2 to 45.1% depending on the ward, achieving 30% reduction of waste going to landfill project brought posed.
3R has achieved the biggest goal is getting out of people's garbage has been changed. Proportion of people known to the operating waste separation at source in four wards from 85 to 97%. During this time, the project has collected approximately 25,000 tons of organic waste and processed approximately 10,000 tons of compost from this waste of the new process. Mr. Norihisa Hirata, chief expert 3R-HN JICA project, said the project will be implemented in the city center, then expanded to the suburbs. If possible classification can be reduced from 30 to 40% of waste to landfill and 90% of the emissions causing the greenhouse effect.
