Hanoi Old Quarter proposed for pilot low-emission zone

Some areas in Hoan Kiem District in Hanoi, including the Hanoi Old Quarter, have been recommended as pilot sites for the city’s first low-emission zone.

The Hanoi Department of Natural Resources and Environment is working on a draft resolution for low-emission zones (LEZs) to improve air quality and alleviate congestion.

Under the draft resolution, part of Hoan Kiem District has been proposed to pioneer the LEZ model between 2025 and 2030, including the area around Hoan Kiem Lake and the Hanoi Old Quarter.

Vehicles in LEZs will be required to meet strict emission standards. Specifically, heavy diesel trucks will be banned from operating within LEZs. Priority will be given to cars that meet Euro 4 emission standards and motorbikes that comply with Level 2 standards. Additionally, all buses will use environmentally friendly fuel. Public transport needs to fulfill 45-50 percent of the demand.

People and businesses within LEZs will have 12 months turn itno low-emission or compliant vehicles.

In the 2031-2035 period, the city has planned to expand LEZs in more districts.

The draft resolution for LEZs is expected to be approved at the municipal People’s Committee meeting in December and take effect on January 1 next year.
