Recently, VACNE’s Task Group and some experts have visited and worked with some institutions and organizations in Thua Thien – Hue, Lam Dong, and Khanh Hoa provinces on implementation of the National Target Program on Climate Change (NTPCC). The Delegation received a warm cooperation of concerned provinces.
This activity was taken place in order to implement a task given to VACNE by the Vietnam Union of Scientific and Technological Associations (VUSTA). The National Target Program on Climate Change has been implemented for 2 years, i.e. the starting period is ending now.
According to the report of the Chairmanship and the National Steering Committee (NSC) for climate change response presented at the 2nd NSC meeting on January 16, 2011, at present, 7 ministries have worked out Action Plans for climate change response including the ministries of Trade and Industry, Transport, Natural Resources and Environment, Health, Labor – Invalids and Social Affairs, Agriculture and Rural Development, and the Ministry of Defense; two other ministries including the Ministry of Public Security and the Ministry of Culture, Sport, and Tourism are finishing their plans which will come out soon. Besides developing actions plans for climate change response at the ministries/sectors/provinces levels, the Ministry of Natural Resources and Environment (MONRE) is prompt to develop a draft of a National Strategy on Climate Change to submit to the Government for approval.
As for provinces, six of them have completed Action Plans for climate change response including Ben Tre, Soc Trang, Bac Lieu, Ca Mau, Can Tho , and Ho Chi Minh City. Other 47 provinces/cities are prompt to finish their plans.
Communication and raising community awareness, reviewing development plans, scientific and technological researching, and international fund raising for large programs are activities being promptly carried out and have achieved some preliminary results. However, in practice, the implementation of the NTPCC still shows some shortcomings that we have yet to overcome in order to switch to the period of full implementation.
On the basis of its own investigation and study, VACNE will develop scientific and practical foundations which will serve as a basis for VUSTA to make suggestions to the Government on promoting climate change response activities in Vietnam. This will contribute to reducing shortcomings and raising effectiveness of the NTPCC in the coming time.
