The participation of community in Huong and Bo watersheet in building and operating hydropower dams in Thua Thien Hue province

Thua Thien Hue province currently has three hydropower plans, which has five projects with a total capacity of 360 MW, accounting for 80% of the total 21 projects under planning.

Although having considered only two projects which are Binh Dien, Huong Dien (operating projects) and Ta Trach (launching project), there has arisen many negative impacts in downstream areas such as degradation in water quality, reduction in biological resources, livelihood of the people, ...

The consequences relate to the role of community participation in the construction and operation of dams, hydroelectric power. The survey results have showed the involvement of the community at very low levels, particularly the participation of the scientific community was negligible. Approximately 26.7
~28.5% of the people in Huong watersheet, and the Tam Giang-Cau Hai lagoon knew the presence of reservoirs, hydroelectric power, but most were not participated in comments (except Bo watersheet residents participating in approximately 13.3%).

Similarly, scientists, managers and masses knew the presence of reservoirs and hydropower 100% but the levels of participation differ, managers 50%, about 42% for masses, scientists were not involved. In the operation period of the reservoirs, the community knows that the keeping and discharging water is at a low level, except for managers and communities in the Bo River (under 50%). Therefore it is needed to consider again the involvement of communities in the construction and operation of these dams.
