Hanoi has mandated that all petrol and diesel taxis must switch to electric or green energy vehicles by 2030 under a newly issued transition plan.

The roadmap, announced on February 27, sets out a phased conversion of the capital’s taxi fleet from fossil fuels to cleaner energy sources.

Under the plan, the conversion rate is expected to reach 63-64 per cent by 2026, 68-70 per cent by 2027, 74-77 per cent by 2028 and 88-96 per cent by 2029, before achieving 100 per cent by 2030 at the latest.

After 2030, the city will focus on maintaining stable operations for electric and green energy taxis. Measures will include expanding access to charging infrastructure, arranging dedicated stopping and parking points and adjusting traffic organisation to suit the characteristics of electric vehicles.

Authorities have instructed relevant agencies to finalise mechanisms and policies to support the transition, in tandem with the rollout of low-emission zones.

Hanoi currently has more than 14,300 active taxis, of which nearly 8,800 are electric. Around 13,600 vehicles are inactive and awaiting replacement. The total number of taxis expected to be converted by 2030 is projected at nearly 28,000.
