(VACNE) – On October 10, VACNE submitted comments to the Ministry of Industry and Trade regarding the production, blending, distribution, and use of biofuels in Vietnam, in order to assist in finalizing the draft Directive of the Prime Minister in this field.

Based on the opinions of experts, the document signed by the Chairman expresses basic agreement with the draft content from the Ministry of Industry and Trade. However, VACNE particularly notes the need to clarify the role, functions, and responsibilities of the community, especially political-social and professional organizations, in the policy implementation process.
Specifically, VACNE proposed separating Section 13 in the draft Directive “Business community, relevant industry associations” into two distinct sections:
1. Business community;
2. Political, social, and professional organizations.
For the group of political, social, and professional organizations, VACNE proposes adding two specific tasks as follows:
(1) Participate in consultation and social evaluation of policies, strategies, plans, projects, regulations, standards, and technical specifications related to the production, blending, distribution, and use of biofuels in Vietnam;
(2) Propagate, educate, and raise community awareness about the benefits of biofuels in environmental protection, reducing greenhouse gas emissions, and contributing to the prevention and mitigation of climate change impacts.
Although the time for collecting feedback was tight, VACNE still managed to complete and submit the comments on schedule as requested by the Ministry of Industry and Trade.
