According to a Ministry of Construction report, 875 social housing projects comprising 773,457 units were under development nationwide by the end of July 2026, with total investment of about VND 637 trillion (USD 24.4 billion).

Of these, 289 projects with 197,805 units have been completed, while 270 projects comprising 270,409 units are under construction. Another 316 projects, providing 305,243 units, have received investment approval.

The combined number of homes completed, under construction or approved represents 77 per cent of the programme's target. Haiphong, Danang, Thai Nguyen, Hung Yen, Bac Ninh, Thanh Hoa, Nghe An, Khanh Hoa and Ca Mau were among the localities reporting strong progress.

Vietnam currently has 205,074 publicly owned housing units available for rent, of which 188,025 are occupied and 17,049 remain unused.

The total includes 13,450 social housing units, 78,476 official residences, 64,808 student dormitory rooms, 14,297 resettlement homes and 30,957 older publicly owned homes.

Across the country, nearly 1,986 sites covering about 10,279 hectares have been designated for social housing development. Most localities have set aside land for such projects, including 1,740 hectares in HCM City, 1,723 hectares in Dong Nai and 1,555 hectares in Hanoi.

Supply remains limited

Despite progress, the ministry said the actual supply of social housing reaching the market remained insufficient to meet strong demand from workers and low-income residents, particularly for rental accommodation.

Some localities have yet to allocate adequate funding for compensation, resettlement and infrastructure needed to prepare land for development.

Some designated sites are also far from urban centres and industrial areas and have poor transport links, making them less convenient for residents.

Administrative procedures involving investment, land, construction and housing also remain lengthy in some areas, increasing project preparation time and costs.

Access to preferential credit remains another challenge, while social housing projects require substantial capital and generally have long payback periods, particularly rental developments.

Demand for rental housing nationwide remains high, but supply is still limited.

Under a government resolution issued in January 2026, the national social housing target for the 2021-2030 perirod was raised from 1.062 million to 1.141 million units.
