Green transformation is the key to opening up opportunities for sustainable development of Vietnam's agricultural economy
(VACNE) - On September 30, 2026, in Ninh Binh city, Ninh Binh province, Dr. Tran Van Mieu, on behalf of VACNE leadership, attended the scientific workshop “Developing Ecological, Green, Circular Agriculture Associated with Environmental Protection, Climate Change Adaptation, and Sustainable Rural Development,” organized by the Central Propaganda Department in coordination with the Ministry of Agriculture and Environment and the Ninh Binh Provincial Party Committee.
Participating in the seminar, Dr. Tran Van Mieu wrote and discussed the topic: 'Green transition is the key to opening opportunities for sustainable development of Vietnam's agricultural economy.' 1. Overview of Marxism-Leninism, Ho Chi Minh's ideology, the Party's viewpoints, and the State's policies on developing a green and sustainable Vietnamese agricultural economy in the context of biodiversity loss, climate change, and non-traditional security.
Studying the writings and speeches of President Ho Chi Minh shows that his vision for the era was addressed in a comprehensive, harmonious, and profound way, covering both theory and practice regarding the natural and social environment. Ho Chi Minh spoke wisely about the human living environment and the dialectical relationship between these two essential types of environment. Therefore, in his thoughts and actions, President Ho Chi Minh always valued and never overlooked the importance of these two essential living environments. He affirmed: 'For the benefit of ten years, plant trees. For the benefit of a hundred years, cultivate people.'
President Ho Chi Minh's aspiration to make Vietnam green and sustainable has been embodied in his thoughts, ethics, and style regarding protecting, reasonably exploiting, and efficiently using the country's resources: “Forests are like gold; if we know how to protect and develop them, they are very precious.” When attending the tree-planting event at Thanh Nien Flower Garden in Hanoi, Uncle Ho encouraged: “If each young person plants three trees a year and takes good care of them, then eight million young people in the North can plant 24 million trees. Over five years, you could plant 120 million trees.” And he expressed his green aspiration: “If you plant those 120 million trees along the road connecting Hanoi and Moscow, the path from socialism to communism will be even greener.
From the dream of a green and lush land, President Hồ Chí Minh initiated the movement of 'Tree Planting Festival'. In all of his works, he mentioned the phrase 'planting trees' 147 times, and 'Tree Planting Festival' 46 times; notably, for five consecutive years, Uncle Hồ wrote five articles all titled 'Tree Planting Festival', sharing his unique thoughts on the benefits of planting trees to green the country.
Recently, the 14th Central Committee of the Party issued Conclusion No. 75-KL/TW on July 28, 2026, on environmental protection and proactive response to climate change in the new era. The conclusion affirmed the view that 'environmental protection is not outside the development process, but is an important condition, foundation, and driving force for fast and sustainable socio-economic development.'

Figure 1: Circular Economy Model.
Based on evidence of biodiversity loss, climate change, and non-traditional security, the United Nations, international organizations, and developed countries have shifted the economic development model from brown (linear) to green, circular.
Developing a circular agricultural economy is a trend of the times, and Vietnam is gradually adopting it.
Figure 2: Four-company linkage model.
Promoting the four-party cooperation in developing a green and sustainable agricultural economy. Under the Party's leadership, the State institutionalizes it into policies and laws; scientists organize research and apply the results in practice; businesses take the lead in applying science, technology, digital transformation, and green transformation, processing, exporting agricultural products, and supporting farmers with capital and technical materials; farmers are both active participants and beneficiaries of the outcomes in the process of developing a green and sustainable agricultural economy.
